Four questions this time:

1) The Escaped Mental Patient card says "He or she can strike for +1
aggravated hand damage." Does "he or she" mean the Mental Patient, or
(presumably not) the minion it is in combat with?

2) How exactly does Political Seizure work? If I am using it to
contest a location, do I gain control of it, even if I am the one who
yields? I haven't seen the card; this is what the card list summary
from Wizards' web site says.

3) Our group plays with the rule that if a vampire has no blood on it,
it *must* hunt, and if it can't for some reason, it is sent to torpor.
For example, my untapped vampire with one blood has suddenly been the
victim of a Cryptic Mission (it has no blood now), and then Mind Numbed
so it taps and cannot untap on my next turn. It is now my turn. Since
it has no blood on it, it must hunt, but since it can't because it is
tapped, we would say that it goes to torpor. However, I read from a
recent thread that a vampire that must do an action but is forbidden
from doing it simply does nothing instead. Which is right?

4) When the War Ghoul is brought into play, its controller must burn an
ally or retainer. Can the War Ghoul be played even if the controller
has no allies or retainers to burn?

It refers to the Mental Patient.

No. You only get control of it when the last copy is yielded. If you
yield the contest before that time, then the last copy never gets
yielded and it remains with it's controller as usual.

(Note that the Political Seizure is not a copy of the card, so can't
be the "last copy" - it merely contests the card in question).

A tapped vampire should be imune from either of these rules, since it
is tapped.

The official rule on hunting is:
Any time during your minion phase that one of your ready vampires is
untapped, empty, and not prevented from hunting, he must hunt.

Additionally, empty ready vampires cannot take any action except "hunt".

Additionally, vampires at capacity cannot hunt.

Whenever a vampire (or other minion) must take an action and is also
prevented from taking that action, then it is stuck and cannot take
any action.

Sure. Once in play, it's controller will have at least one ally to
burn - the War Ghoul itself. So, in the absense of any other ally or
retainer, the controller is forced to burn the War Ghoul.

Yes, it means the Patient. Well, I think so anyway.

Nope. Your copy of Political Seizure which will be yeilded is not the
last copy of the location - it's the last copy of Political Seizure.
And once it's yeilded, it doesn't count anyway.

A vampire who has 0 blood but cannot hunt suffers no detrimental effects
- unless something liked Pulled Fangs say so.

When War Ghoul is brought into play, it's controller does control an
ally or retainer - the War Ghoul. You have to burn the War Ghoul.
