for Combat; This vampire treats aggravated damage as normal damage.
Flash Granades have no effect on this vampire.
obe+for As for above, but for the remainder of combat.
OBE+FOR Action Modifier; As the action is announced, choose a vampire.
That vampire cannot block this action.

The effect at for doesn't specify any duration. Does that mean that a
vampire who plays an outferior Penitent Resilience treats aggravated
damage as normal for the rest of the game? Or just for the current
damage resolution? Or just for the duration of resolving the card?

There is no reason for it to do so.
All combat cards (and this is a combat card when played at basic
fortitude) are restricted to the current round unless there is
over-riding text explicitly stating otherwise.

No.

The inferior fortitude effect lasts for the current round of the
