B). I can play Power of All, but it wouldn't work, since I cannot tap

C). I can play Power of All, and it would work.
A). "tap to" requires you are untapped.

Another question on the same topic. My predator plays Legal
Manipulation. Can my anarch play Guard Dogs/Rat's Warning/Predator's
Communion to untap and cancel Legal Manipulation with Power of All? Or
these reactions cannot be played in that window since the acting
vampire isn't bleeding yet?

1.6.1.1.
Some effects can cancel a card "as it is played." These effects (and
effects that grant the ability to play them, like Forced Awakening)
are the only effects allowed during the "as played" time period of
another card.
I assume that Guard Dogs, Rat's Warning and Predator's Communion are
the effects that grant the ability to play other cards, like Power of
All. Or they aren't?

Aren't (see the cited thread).
They have no text regarding the minion's ability to play other cards.

Yes. Xe is acting, the action is a bleed action, etc. even before DI
is played (and if DI is then played, xe is not acting, etc.)
