Few questions about LotN cards, LSJ?

When does Shemti have to be untapped for his special to trigger? Is it
when the action is announced, or when the action resolves?

If you block someone and play Hard Case to cancel the combat, is your
blocking vampire still tapped for succesfully blocking?

Card text. "untapped" "successfully performing"

Yes. Successful block -> tap the blocker.

Independent: Shemti has 1 vote (titled). While he is ready and
untapped, any minion successfully performing a (D) action against you
takes 1 damage (after resolving the action)

Does this then mean he has to be untapped from the beginning till the
resolution of the action?

No. Only when a minion is "successfully performing" the action.
An action is only successfully performed (or not) at resolution.
