Can a meth call disputed territory even if there is no location in play ?
Can a meth call disputed territory if the only location is his, and he wants
to give control to himself for the purpose of playing voter cap ?
-that is can you take control of something you already control ?
If this is possible, what if you call disputed territory on your Blythe's
Ankara Citadel, and gain control of it again -can you move it on any of your
minions ? (i guess not, since there was a parallel with the rack and
disputed territory)
when a meth call Rumors of Gehenna, can he choose himself only as the target
, since the text says "a set" ? May "a set" = one ?

No. It remains on Blythe.

No, it must target a location.

I think you can. You can target your hunting ground and give it to someone
else.....
Disputed Territory takes a location and gives ownership of that location to
a chosen player. According to card text there are no restrictions on
calling DT on your own location and setting the owner to yourself.

Yes. Set can = 1.
