3 - If I do not burn the Corruption counters, can I play Change of Target?
If you had asked me #2 and #3 separately, I would have said yes to each.
However, when the situation came up in play, and now that I put both
questions together, it seems to me that they cannot both be yes, since
Salbatore has to be untapped after I play CoT (assuming I don't burn
corruption counters), even though CoT doesn't untap him.
Correct.

CoT (and Obedience) overcomes the "tap for blocking" rule, by explicit card text.
