Persistent Echo, and related questions

A couple of questions centered around Persistent Echo:

When playing PE, do you put the Melpominee card under the PE
immediately, or does the card only get placed when the action is
successful? Can you draw to replace the PE before you place the card
(in either case - hoping that you can top-deck a Melpominee card that
is of more use)?

A different but related question is: Can you play PE without having a
Melpominee card in your hand? Again, either hoping to draw a
Melpominee card or maybe just to entice a block? Is the Melpominee
card (in hand) a pre-requisite to attempting the action?

Along those lines you could also examine other (unlikely) scenarios
with other cards: Can you play the Annex when you have an empty hand?
Can you play Shimulo Tarot with an empty library? (Or to some degree,)
Recuitment with an empty crypt?

I would assume that PE is played and replaced, blocks are declared (or
not) and then the Melpominee card is placed, if it is available. In
other words, you complete as much of the card text as possible when
the action is successful, but not before. But, I've been wrong before.
What do you guys think?

Action
+1 stealth action. [aus] Untap a vampire with Melpominee. [mel] Put
this card in play and put a card that requires Melpominee on this card
face down. You may look at the card at any time. Any vampire you
control may burn this card to play the card on it as if from your hand
and as if he or she had basic Melpominee. [MEL] As above, and the
vampire may play the card as if he or she had superior Melpominee.

Successful action.

Yes. You draw to replace it when it is played -- before resolution.
But top-decking won't help.

The latter. The target must exist. Like Conceal Weapon.

No. Nor when the Storage Annex is the only card in your hand.

No. It targets the top two cards.

Yes, you may search an empty crypt.
