Millicents Target?

If I have millicent smith, and I bleed. My prey manages to block.
Am I able to play a change of Target to cancel the action and block, and got
get burned up by millicent?

I say no. It seems to me that by the time you would be able to play
CoT Millicent has already burrned you.
