Correct. The minion is only tapped if the action is successful. I have no idea
why the text wasn't made more clear though.

Because it is an action card. *All* action cards are worded this way, which
is completely clear.
Computer Hacking doesn't need to say "(D) Bleed, you prey burns an additional
pool if the action is successful"
Arson doesn't need to say "(D) burn a location if the action is successful".
Etc.

Forgive me, Scott, but i'm referring to the "you are bleeding" part of the
text,
that seem to refer "while" the action is in progress.
So:
<as above> and the methuselah taps one of his or her minion".
Would not be clearer this way?

It may, or it may refer to "when" the action is resolved
Since it's not used in the context of timing, it makes no difference, however.
It serves only to refer to "who" is to tap a minion.
See also Foreshadowing of Destruction - if you are deflected to a Methuselah with
more than 9 pool, you don't get the bonus, even though you may have played the
card "while" you were bleeding a Methuselah who had only 5 pool.

I don't see that as any clearer, since you've merely removed text that
did nothing other than identify the Methuselah.
The removal also increases the likelyhood of questions about the
effect a Deflection would have (regarding whose minion is to be tapped).
