This has come up in a game recently, and raised an additional
question.
Is the post-combat phase the only time you can burn the blood - with
the intent to continue? Or can the Acting Vampire chooose to pay at
any time after playing the card?
My oponent plays Form of Mist, and pushes the blood off the Vampire. I
have a Psyche! in hand. When I play it do we have to "rewind" back to
combat ending (and the Vampire gets the blood back). Or is the blood
spent?

Just in the after combat slot -- at the time of the would-be untapping.

I assume you mean 'at the time of the would-be action continuation'? :)
