what you're asking.
As to whether it's a good idea or not, I guess that that depends
on who controls him.

i thought it was the opposite -that is : Julius is burned instead of going
to torpor...
i should have a better look at the wording i suppose...

So it's a good idea to target your prey's Julius. You can play your other
fames on his other vampires.
Right, as per above.
Not until after Julius (and the Fame) burns, though, since Fame is unique.

I thought burnt vampires did not pass through torpor? But Julius must
go to torpor to kick in his special text, so therefore Julius is the
only exception to this rule yes?

He's not even an exception.
If he's burned by aggravated damage, he doesn't go to torpor.
His card text won't burn him until he goes to torpor (card text).
