Order in untap phase and Leadership Vacuum

My problem is here :

V:tes Rulebook, page 18, section 6.1:
"Any cards requiring you to take an action or actions during your
untap
phase take effect after you've untapped your cards. If more than one
card
requires you to take an action, you may choose the order in which
these
actions take place."

Leadership Vacuum
Type: Master
Master: out-of-turn. Unique.
Only usable when a ready titled vampire controlled by another
Methuselah is burned or sent to torpor. Usable during your turn. Put
this card in play and put X counters on this card where X is the
number of votes that vampire has. That Methuselah burns X pool during
each of his or her untap phases. During his or her untap phase, if he
or she controls a ready vampire with a capacity above 7 or with a
title, burn this card.

The Leadership Vacuum card will never have effect if the methuselah
have a ready vampire with a capacity above 7 or with a title.
Can you confirm me ?

Right (unless the target wishes to lose pool for some reason, in which case she
is free to order the effects to make that happen).

If a card is to be replaced in the untap phase (or any other phase,
for that matter) is that an action that can be ordered to happen
before or after other things, or does it just automatically happen at
the start of the phase in question?

Example card:

Narrow Minds
Type: Event
Inconnu. Do not replace until your untap phase.
Cards that change the target of a bleed cost an additional blood or
life.

Draw up immediately (at the start of the phase).
