Static Virtue [LoB:R]
Cardtype:Master
Master. Requires a ready Laibon.
Choose a Laibon you control. If this Laibon was moved to your ready
region during your last influence phase, then for every two capacity
above 4 this Laibon has, you may move one Aye and one Orun from your
hand or library to this Laibon. Otherwise, you may move one Aye or one
Orun from your hand or library to this Laibon. Shuffle afterward.

If my 8-cap laibon has moved to my ready region during my last
influence phase, can I choose to move 2 Orun if I don't have any Aye?
Or would this mean that the effect does not take place and static
virtue goes to the ash heap?

You cannot play Static Virtue and play unmatched Aye/Orun, unless you
play it for 1.

The Lasombra already provided the correct answer.

But I just wanted to share a nifty tidbit about getting 4-4 Aye-Orun
out. If you bring out Lucian or Eze, the 11-caps, and play Abombwe
master (which is a trifle), then you have a 12-cap target for Static
Virtue.

Yes, this does also mean if you do have more than one master phase
action, a 10-cap w/o Abombwe, two Abombwe masters and a Static Virtue
you can do the same. But that's like the stars aligning just right;
it's purely academic.
