At the end of the action, yes. Making it unplayable after queued
combats (assuming the total number of rounds exceeded 1).
I don't understand the questions. I believe Psyche! is a combat card
and needs to be played / can only be played in combat. Momentary Delay
can only be played after combat ends in order to resolve whether it
can be played or not. So the order in which the two cards are played
is not optional - must be: Psyche! first, during the combat and
Momentary Delay after, after the combat has ended (if it could be
then be played).

I would assume that if Psyche! is played, the new combat starts before
Momentary Delay could be played. Then, after that combat (and any
others), you would ask, "Have there been more than one round of combat?"
Yes - at least two rounds in two separate combats. So MD could not be
played.
But that assumes I'm right and that it wasn't allowed to sneak the MD
in between the two combats, about which I'm not sure.

Sure. So long as no more than one round of combat has occurred and the
vampire has not lost 3 or more blood this action.
But combat is ending before the press step, so wouldn't it be
unplayable?

Only usable when a Camarilla vampire you control is in combat with
another Camarilla vampire. You may tap this card before range is
determined to end combat. Any Camarilla vampire can call a referendum
to burn this card as a +1 stealth political action.

No, combat is ending but not due to THIS ACTING vampire's S:CE.

The card only checks if the THIS ACTING vampire is ending combat
before the press step, not if the combat itself is beeing ended by any
other means such as:
- Elysium: The Arboretum
- Purchase Pact
- Garibaldi-Meucci Museum
- Powerbase: Savannah
- Phobia
- Living Manse
- Alfred Benezri (ADV)
- Mariel, Lady Thunder
Neither if the blocking minion is ending combat before the press step.

Right, I realized it was a stupid question after posting it, since I
misread a post.
Here's another stupid question: can the acting vampire play MD after
burning or torpor-ing the blocking minion on the first round? since
doing so does "end combat" according to the rules.
if it's playable, this could be an amusing trick for combat decks.
rush famous vampire, get blocked, send to torpor, continue rushing
original target.

Sorry about the CAPS, just to mark the text.
Once again as in the previous examples, in this combat the acting
vampire did not ended combat before the press step, the combat didn't
reach the press step due to the opposing vampire beeing torporized or
burned, or ally beeing incapacitated or burned. So, since it is not
this acting vampire's "fault", he can continue.
But then again, IANLSJ, i just read the cards :)
