1. You can tap the Tower of London to gain 1 pool whenever an action that
requires Necromancy is successful. Is this only specifically *action cards*
that require Necromancy, or could you use this with any action that requires
Necromancy, such as recruiting a Shambling Horde or equipping with a piece of
hypothetical equipment that required Necromancy to equip with?

2. Superior Compel the Spirit gives the rescued ally/retainer X life, where X
is the amount of life printed on the card. What do you do in situations where
there are 2 different life totals printed, like with Shambling Horde or Raven
Spy?

It is not limited to action cards, any action that requires Necromancy
qualifies, so you can use ToL when recruiting a Shambling Horde.

Cardtype: Action
Cost: 1 blood
Discipline: Necromancy
+1 stealth action. Only usable if a retainer or ally you control has been
burned since your last turn.
[nec] Move the card from your ash heap to your hand.
[NEC] Move the card from your ash heap to your ready region, even if this
vampire doesn't meet the requirements, if any, of the card (use the normal
version if it requires a Discipline). Move X life counters from the blood
bank to the card, where X is the number of life printed on the card. If a
retainer is chosen, it must be placed on the acting minion.

Use the life for the [inf] version of the discipline.

Just curious--is this a ruling specific to Compel the Spirit (that you always
use the inferior discipline life total for a ally/retainer with variable life
totals) or is there a generic precident that states that this works like this?

The latter.
It first came up as a ruling for Darius, IIRC.

Isn´t it just card text in this case, "...use the normal version..."
the inferior version that is.
