round of combat has occurred nor if this vampire has lost 3 or more
blood this action or ended combat before the press step. The action
continues as if unblocked.

The vampire lost 2 in combat and 1 because of the Conditioning's

The vampire lost 3 and gained 3. Even if the total hasn't changed, he
has lost 3 blood and can't play Momentary Delay.
Paraphrased from our conversation about it, and IANLSJ:
I believe MD only checks blood "loss" after blocks and subsequent
combat. I agree that "loss" is a bit ambiguous, but its most likely
shorthand for "expended blood to heal damage and pay for card cost."
So I believe that at the point of playing MD, it checks blood total at
the start of the action, and blood total after playing MD. If you have
paid (lost) 3 blood prior to the block due to outside-of-combat cards,
then after combat (even if it meets the other criteria) your blood
total is 3 lower than at the declaration of the action, and MD cannot
be played.
Further, I read it as a "state" check, so if you manage to recoup the
blood you "expended blood to heal damage and pay for card cost" during
combat, by e.g. tasting back, then MD should be happy.
I could be, and usually am wrong.

Having blood and then losing it (burning it, paying it, healing with
it, moving it away, having it stolen) counts the blood as "lost".

No. It means if you've lost 3 blood (to costs, damage, burn effects,
theft, or movement) in a single effect or over several effects this
action. Blood gained (from the bank, moved, or stolen) doesn't count
as negative loss in the count of "lost blood"; it is blood gained, not
blood lost.

Correct.
All fine & dandy answers by me. I'd presumed the first one, the second
query I was a little less sure on, but makes sense.
Can I check how Momentary Delay deals with stolen blood draining off?
Per RTR 11-JUL-01, regarding too much blood on a Banished vampire
triggering the burn clause on (rewritten) RtoI, it seems that stolen
blood draining off counts as blood lost. So if I'm at full capacity,
steal 2 blood, it drains off, then I take 1 hand damage, I can't play
MD.
This seems to be consistent with the rulings, but seems like it might
not be designer intent. (Although it might well be 'designer content to
leave this corner-case in, due to available space for card text.)

Correct. It counts as lost for withdrawal attempts and MD and
everything.
