I think no, because she cannot change an Anarch's sect to Sabbat as
there is no Sabbat anymore.

IANLSJ, but I'd thiunk she could use her special, but the vampire
would simply revert back to independent immediately because of the
text "any Sabbat vampire is considered independent". Not sure though,
and I have no idea (supposing I'm right about using the special) if
the vampire would lose Anarch status or not.
Yeah, she could take the action uselessly. The target remains Independent (and
Anarch).

suggests that it wouldn't be entirely useless. When playing Into the
Fire after a Fall of the Sabbat, the target vampire's underlying sect
would become Sabbat, ready to snap back into life if the Fall leaves
play.
Would that be the case here?
