Once the second combat begins with the Hidden Lurker minion, can the
opposing minion use a manuever from a gun, or Thrown gate etc. to
manuever to long range, then not striking?

No. You cannot maneuver with a strike (or a weapon) if you do not
have a strike to maneuver with.

No. That would commit him to using a strike when he has already been
prohibited from using a strike. Not possible, I'm afraid. (So always
best to have a few other maneuvers in your deck, just in case).
