Does the superior level of Resilient Mind untap you even if you're
blocked?

My first inclination is 'no', as an action card's effects shouldn't
occur until it resolves. But then i thought about things like Fiendish
Tongue where it has -1 intercept for anarchs which obviously has to be
in effect before blocks are even attempted.
