Are vampires "played"?

General question:
Are vampires considered to be "played" cards?

Specific question:
"Bernard [the Scourge] can call a blood hunt on a vampire of capacity 4 or
less as a +1 stealth political action."
..
"For non-Orun cards played by Methuselahs other than this Laibon's
controller, this Laibon is considered to have 2 additional capacity."

Can Bernard call his referendum on a 4-cap Laibon with Orun?

Yes.

Assuming Bernard was played by a Methuselah other than that Laibon's controller,
no, he can't.

Bernard considers the 4-cap to have 2 additional capacity from the Orun, so his
special can't target the Laibon.

Only if the Atonements were somehow played by another Methuselah
(which could happen with minion-stealing shenanigans, but unlikely).

Funniest trick with Orun I have ever seen pulled off: Eze, Parthenon
in play. Rumours of gehenna got called a turn earlier by the weenie
horde. Eze's controller plays THREE static virtues in a row, getting 9
orun onto EZE, leaving 2 Aye (extra Aye burnt off of course).

Then my grand pred, who has Arika out, calls Ancient Influence. Funny
funny funny.

Maybe it's the language barrier again, or maybe I'm unintentionally
just picking nits, but how can you say that vampires are 'played'?

I mean, crypt cards are 'played' (into the uncontrolled region), but
no-one except their owner knows they're vampires until they get
influenced out.

Not that it matters for Jozxyqk's follow-up question about Orun, but
still.

Library cards are not played into the hand.
And crypt cards are not "played" into the uncontrolled region.

Library cards can be played from the hand (the library hand) if the rules for
playing them are met.

Crypt cards can be played from the uncontrolled region (the crypt hand) if the
rules for playing them are met.
