Creepshow Casino and Card Replacement Timing Question

Without dredging up all the minutiae of the entire WwEF/Rewind
Time/Watenda/Infernal Pursuit discussion, I have one quick question:

1) I Tusk the Talebearer and a Creepshow Casino in play. I have a KRC
in hand and want Tusk to call it. I have no extra stealth in hand and
have to get past my prey's minion with +1 intercept. Using Tusk's
special, I know I have a Lost in Crowds up next. Can I call the KRC,
draw up the Lost in Crowds and play it, saving the Creepshow for later
use with my second political action? Suppose I didn't have Tusk,
should I be announcing use of the Creepshow Casino before or after I
replace the KRC?

Of course.
But if the Lost in Crowds is DI'ed, it'll be too late to tap the Creepshow.

Yes. The card is replaced "as played". The "as the action is announced"
window (Seduction, Creepshow, etc.) comes immediately after the "as
played" window (Direct Intervention, etc.).

Note that you still have to announce the effect of the card as it is
played (including all targets, etc. as applicable) before replacing it.
It is only the timing window for "as the action is announced" effects
that comes later.

That sounds like as if you have to announce the targets for the KRC
when it is played...
You don't have to choose them until the action is succesful and a
referendum is starting, right?
