LSJ- Zelios + Ankara Citadel

If I manage to get the Ankara Citadel on Zelios (say through disputed
territory), does his special combine with Ankara Citadel to give the
benifit for example of being able to tap and pay 2 blood to use his
special to put Club Zombie into play?

No. Club Zombie has no blood cost, so Ankara's ability doesn't apply.

Also, Club Zombie isn't being played by Zelios, so Ankara's ability
doubly doesn't apply. You are putting Club Zombie into play (or any
other Master/Location), not Zelios.
