Card text on Demonstration says something to the effect of "Tap to
cancel the votes of any ready vampire." Can a vampire whose votes
have been cancelled by Demonstration (or Quentin, for that matter)
then play a Bewitching Oration or other modifier/reaction to gain
more votes?

Well, he can play the card, but all of his votes (including the new ones
he just gained) are still cancelled. This answer was given for the Kindred
Coercion case by Tom Wylie on 30-JAN-96.
