When announcing her action of rummaging thru the ash heap, does
Carlotta also have to announce the card she will be attempting to
retrieve? Or must she only announce the "target" card after the action
is successful?

Yes.

Nope. You announce everything about an action when it is taken, in
virtually all circumstances (barring the obvious one of political actions,
which is clearly defined in the rules).

You announce what card is being retrieved and what
is being placed in the ash heap when the action is
