1. Can it still be stolen by another methuesalehs minion?
2. Does it continue to give blood to the minion that is uncontrolled?
3. If not, does it effect kick back in when the vampire is transfered out
again?
The Rack [Jyhad, V:TES]
Cardtype: Master
Master: unique location.
When this card is brought into play or the controller of this card changes,
the controller chooses a ready vampire he or she controls. That vampire
gains up to 2 blood from the blood bank during each of his or her untap
phases as long as his or her controller controls this location. A vampire
controlled by another Methuselah can steal this location for his or her
controller as a (D) action.

WW:
Banishment [DS, FN]
Cardtype: Political action
Political Card - Worth 1 Vote. Called by any vampire at +1 stealth.
Choose a younger ready vampire. Successful referendum means that the chosen
vampire is moved to the uncontrolled region (place him or her face down).
The vampire is uncontrolled. The vampire's blood counters, master cards and
minion cards stay with that vampire, with any counters they have on them
(minion cards are out of play as long as the vampire remains uncontrolled).

The white wolf site indicates that master cards not out of play, is this
correct? This would mean that it requires 6 blood transfered to a 5-cap with
a skillcard.

The White Wolf site is incorrect.
If the FN printing had been officially changed, the White Wolf site would
reflect that by marking the change with the appropriate brackets.
As it is, this is just an error. The FN text is correct.
