Yes.
If true, another question:

B attempts block
C Mask1k to continue
Can A bleed again after action resolution?
Yes.

Yes. The previous bleed action did not resolve while A was acting.
That is, A's action did not end successfully, nor was it blocked, so
A did not receive the NRA taint.

Because of the word's actual meaning, not the fad one.

I assume that, in the above example, Form of Mist at superior and other
combat effects Vampire A might have played do count for Mask of a
Thousand Faces' playing restriction ("Not usable if any action
modifiers or other effects have been used that could not have been used
if this vampire were the acting vampire"). Is this correct?

The key text you quoted was "or other effects". Form of Mist is one of
those effects, so a Masking minion would have to have the capability of
playing that effect in order to Mask.
