Well, I can't make it, but I will send you some hate to distribute to
others.
Increased hate, even.

Says who? The real reason I haven't showed up at games in a while is
because I'm perfecting a new Hellhound deck.
If I can ever figure out how to give the Eye of Hazimel to the Hell
Hound, it'll totally kiss butt.

Arguably, Succubus Club could do it (changing control of the card allows
you to put it on a new minion). Depends if that counts as
"transferring" or not. I would assume it would, but you never know...

Well, one way (albeit difficult) involves using the Succubus Club. The vampire
with the Eye needs to be in torpor and you simply give control of the Eye to
the (different) player with the Hell Hound, who places it on the puppy.
Hmm...I'm not sure if this would work but how about Reg Driscoll equipping with
the Eye and using Day Operation? Could you order things so that you move the
equipment after you're going to torpor (and thus do not meet the "ready" clause
on Eye)? LSJ?

You can do it if the vampire with the Eye is in torpor.
Halcyan 2
No. Day Op happens after.
