LSJ - tournament sanctioning question

The current VEKN tournament rules appear to say that prerelease tournaments
can be sanctioned (and presumably rated) as regular limited tournaments. It
seems pretty clear that this is what the rule is saying, but I just wanted
to double-check - prereleases can be held as sanctioned VEKN tournaments
now? I seem to remember that not always being the case.

from VEKN 4.3:

"New cards or rules are allowed in Limited tournament play immediately,
including before the release date (for example, at a Prerelease
tournament)."

Yes.

They often go unsanctioned to accomodate an alternate format (like
40/40) or merely to allow playtesters to participate.

That's what I said.

If you want to have it rated, then it would have to follow the V:EKN
rules (including the exclusion of playtesters, the advance request for
sanctioning, and the format).

In general, and especially because of the nature of pre-releases
(emphasis on seeing the new cards played rather than on cut-throat
competition), they are not sanctioned/rated.

Sorry, I should have posted my reply between "Yes." and the subsequent
sentence. I interpreted "Yes." as the answer to the question:

Even under the imposed conditions, IIRC both Oscar and Robyn told me via
e-mail that my LoB pre-release event wasn't sanctioned or rated.

Another thing to remember is that sanctioned Limited tournament have
rather strict guidelines. LSJ already mentioned that you can't use
alternate formats (such as everyone bringing 40/40). Also, you have to
do either all booster draft or all sealed.

At Origins we realized to our disappointment that you can't draft
boosters while giving everyone a starter (even though they were
original VTES starters). Though apparantly you can draft boosters if
you also decide to draft the starters (don't ask). I'm still hoping
they'll add an exception to the sealed deck + booster draft, for the
randomized Jyhad and VTES starters but ah well...

But in any case, if you're playing Limited with sealed starters, just
remember that you can't draft boosters if you want it to be sanctioned.

To add to the issue...

None of the Pre-Release events I have been involved as a player or
organiser have been sanctioned. It was my understanding that storyline
and pre-release events do not count towards a players rating.
