does brujah debate stack? in other words, do all brujah get +x strength and
x optional maneuvers if there are x brujah debates in play?

Yes.
Also note that you only ever have to tap the one oldest Brujah regardless of
how many Debates you put into play.

Yes.

Brujah Debate [DS]
Cardtype: Master
Clan: Brujah
Cost: 1 pool
Master. Put this card in play. Each Methuselah with a ready Brujah must
tap [(one of)] the highest capacity Brujah he or she controls during
his or her master phase. Each Brujah gets +1 <strength> and an optional
maneuver each combat. This card may be burned by any minion who is not
Ventrue as a (D) action.

Notice that the card doesn't say the highest capacity Brujah
has to be untapped during your master phase for you to choose
them. If you had a high capacity Brujah tapped from Sensory
Deprivation, for example, you could choose that vampire for each
and every Brujah Debate you managed to put into play. (You could
also choose that same vampire each time even after tapping it for a prior
BD.)

No. Each one only requires your eldest to tap (repeatedly).
