if I have untapped slaughterhouse when my prey plays sudario, can I
tap my slaughterhouse right after my prey places the chosen three
cards to the top of his library to burn two of those cards?

No. You always draw to match hand size immediately. Even if it were orderable,
you'd still have to wait until you had the opportunity to play an effect, and
the sequencing rules dictate that the acting Methuselah gets the first chance to
play an effect.
