Does Masochism add counters if damage is inflicted on the vamp outside
of combat?

"+1 stealth action.

Put this card on the acting vampire. Whenever damage is successfully
inflicted on this vampire, put 1 rush counter on this card for each
point of damage. Remove rush counters in excess of the vampire's
capacity. Whenever the vampire plays a card, you may remove X rush
counters from this card to reduce that card's blood cost by X.

SUP: As above, but put an additional rush counter on this card at the
end of any round of combat in which this vampire takes damage."

Inferior doesn't state that you have to be in combat to get
rush-counters, so in example my vamp has Talbot's Chainsaw and
Masohism, can he/she gather rush-counters with the damage done by T's
Chainsaw? +same question with Wendell Delburton.

And, can vampire use rush counters to pay off incresed cost of cards
-like Wave of Lethargy's or Slow withering?

Thanks!

Yes.

Card cost, yes.
Other burn blood effects, no.

Wave of Lethargy and Slow Withering both qualify.
But, for example, Terror Frenzy's effect and Chiropteran Maurauder do not.

So there's no difference whether you play Masochism at inf. or sup.
(exept that you get extra jam in combat at sup.)
