This came up during a VEKN sanctioned tournament(King of the Mountain:
Boston).

Can a Methuselah burn the counters on Temptation in response to a
successful block by the tempted vampire?

Here's the scenario:
Meth A has played a Temptation on Meth B's vampire.
During Meth A's minion phase, one of Meth A's minions attempts an
action and is blocked by Meth B's tempted vampire. After the block
has been declared successful, Meth A burns the temptation counters(and
takes control of the vampire). This leads to an illegal situation,
two minions controlled by the same Methuselah entering combat.

It seems that the best way to avoid this kind of confusion is to
declare that Temptation counters cannot be burned during an action.
(as per a "house rule" post on this issue circa 1997) However, there
is nothing in the official card text or rulings to deal with this.

Yes.
There is no limit on when you may burn the counters except during your
minion phase and when the counters equal the blood.

There is no need for this.
It is covered by the current rules set perfectly and without question.

That's because it is adequately covered in the rules, and in the text
of Temptation.

Discipline: Serpentis
[ser] (D) Put this card on a ready vampire; you still control this
card. During your master phase, you may put a temptation counter on
this card. During your minion phase, if the number of counters on this
card equals or exceeds the amount of blood on that vampire, you may
burn all the <counters> on this card to untap that vampire and take
control of him or her until the end of your turn.
[SER] As above, but put a counter on this card when you put it on the
vampire.
