Scarce vampires and contesting.

If someone's got Joe Bob, a scarce vampire, and I try to pull out a
copy of Joe Bob as well, do I have to pay the 3 extra pool to pull him
out and then immediately flip him over and contest?

You still have to pay the extra pool for scarceness. Already been asked twice
before in the past month or two.

Correct.
Note that while you two are contesting, a third Methuselah could play (and
contest) Joe Bob without paying the scarce penalty, since there are no
scarce vampires of that clan "in play" at the time.
