(LSJ) Guarded Rubrics + Watchtower: The Wolves Feed

Player A has both Guarded Rubrics and Watchtower: The Wolves Feed in
play. Player B plays Dragonbound. Player A uses the "ready Black Hand
vampire you control may tap to cancel a Gehenna card as it is played"
option to cancel it (tapping one of his Black Hand vampires). Does B
pay the 1 pool cost or not?

I'm guessing that he does, since the Watchtower does not have the "no
cost is paid" text, but am not 100% sure... mostly because of timing
issues between the "when the Gehenna card is played" window and the
window when the (Gehenna) card must be paid for. Clarification
appreciated :)

Guarded Rubrics
[Equipment] Equipment

Unique equipment. Requires a ready Black Hand vampire.
The vampire with this equipment may bleed at +2 bleed as a (D) action
that costs 1 blood. While bearer is ready, Gehenna cards cost an
additional pool to play.

Watchtower: The Wolves Feed
Master
[Burn Option]
[1 Pool]
Master: watchtower. Requires at least one Gehenna card in play and a
ready Seraph.
Black Hand vampires get +1 stealth and may strike for 2R damage. A
ready Black Hand vampire you control may tap to cancel a Gehenna card
as it is played. During your untap phase, burn X pool or burn this
card, where X is the number of Gehenna cards in play (minimum of 1).
Burn this card if another watchtower enters play.

The Gehenna card costs 1 more pool to play, so player B pays 1 pool to
play the card.
Then, player A cancels the card as it is played. Since nothing is said
about "no cost is paid", player B doesn't get his 1 pool back.

Correct.

Cards are pay to play. (Action cards are the exception.)
