Yawp Court Master Sabbat Master: unique location. Requires a ready
Sabbat vampire. Tap when a political action is successful, before the
referendum, to have a ready untapped Sabbat vampire you control tap and
enter combat with the acting vampire. If the acting vampire is still
ready at the end of combat, the Sabbat vampire takes 2 damage, and the
referendum is conducted as normal. R Third
Obedience Reaction Dominate Only usable when this reacting vampire is
about to enter combat with an acting younger vampire. [dom] Untap the
acting vampire, do not tap this reacting vampire, and end the current
action (and combat). The acting vampire cannot attempt the same action
this turn. [DOM] As above, but do not untap the acting
vampire. U/PV Jyhad:U, V:TES:U, Sabbat:U, SW:PV, CE:U

Yes, assuming the untapped Sabbat vampire is older and can play reaction cards
while tapped (since Yawp Court taps him first).
That is, he'd have to play a Wake or something in order to play the Obedience.

The action would end with no referendum and with no damage inflicted by the Yawp
Court.
Which card in this combination (YC vs. Obedience) causes the referendum
and damage to disappear?
Ie. Is it because the conditions for the referendum (on Yawp Court)
have not been met, since there was no actual combat that ended (similar
to the ruling issues of playing Psyche! after someone plays obedience)?
OR is it due to the text of Obedience which ends the action?
OR is it both?

This. Obedience's card text says "the action ends." That's pretty explicit.
