If a Banished vampire with cards, blood doll, equipment, gets brought back
into play as a zombie via spell of life, what happens to the attached cards?

Mummies, not zombies.

They keep the cards they have. Any blood counters roll off to the bank, however,
since allies can't have blood.

If they have a bunch of skill cards, do they get that much extra life
(i.e. a 8 cap vampire with 2 skill cards gets sent to the uncontrolled
region and then comes back out as a Mummy. Does it have 10 life)?

No. Master: Discipline cards only work on vampires.

Nothing happens, just like it wouldn't if an ally had Palatial Estate
normally somehow.

A Spell of Life mummy is not a vampire.
