Lots of decks have multiple copies of vampires in them. For example,
you'll sometimes see decks with three or four different vampires, but
several copies of each. You might get some duplicates in your
uncontrolled region, but it means that you stand a much greater chance
of getting the vampire you want. A relatively common tactic is to have
4 or 5 copies of one key vampire, because the odds of them being in your
uncontrolled region at the start of the game are high, but you can still
have other vampires.
For players who do want multiple copies of a particular vampire in a
particular starter, having them doubled up in the starter means you have
to buy fewer copies to get them, which isn't a bad thing.

And they can be. Of course, you can also add some cards.
They're not necessarily meant to be the best decks in the world,
however, because that would be difficult to put in a starter.

There's no "official" answer to this, as far as I know. But these
decks serve as the sole source of these particular vampires. And
it's far less obnoxious to obtain multiple copies of a given precon-
only vampire if there's two in every precon instead of just one. So
I'm speculating that WW is doing it to be nice to players in that
regard. (At least, I'm sure grateful for it!)
Past behavior suggests WW doesn't chose the makeup of their precons
entirely for play considerations, nor do they chose entirely for
purposes of collecting cards. It's probably some balance of the two.

I get the impression that you don't play much draft. You should change
that, because draft is awesome, and because you'll be much happier to
see cards like the Ivory Bow in limited formats.

I bought 2 booster displays. And got no cogs, no mind rapes, but oh
joy, i got sengir dagger, ivory bow, PB:M, and other cards, fixed in
the starter. Do i like draft? Yes. Does anybody else around me play
draft? no. Even if i want to play draft, would i prefer to get value
for money when buying booster displays as opposed to multiple coopies
of cards i will get fixed in the boosters when i buy starters? yes. Do
i? no.
Well, that, and as the question of the original poster seems to imply
being really new to the game, it is kind of standard practice to have
multiples of the same vampire in your crypt; it increases the chance of
drawing important vampires at the cost of occasionally drawing vampires
you can't put into play. Some decks (generally called "superstar" decks)
use 5 or 6 of a particular vampire (the "superstar"; you really want to
draw them) and then support guys.
So decks with 2 or 3 each of a few vampires are pretty common.
