[LSJ] Neighbourhood Watch Commander

Say I have out a Neighbourhood Watch Commander, and a vampire with a
few blood. My prey also has out a vampire with a few blood; it's his
turn. The vampire attemps an undirected action, and my vampire
successfully blocks (resulting in a failed action and ensuing combat).
In combat, we each hit each other for 1 hand damage, but my vampire
makes his damage aggravated with Bone Spur and the opposing guy goes to
torpor, with blood on him.
Can I now tap my Neighbourhood Watch Commander to do one point of
damage to him and make him burn a blood, even though he's in torpor? It
was an unsuccessful action, but I'm just not sure if vampires in the
bin can be dealt damage (I know they can't get into combat, but it's
not the same thing). And as far as I know, a vampire *must* burn blood
(if he/she has any) to prevent damage.
