You don't need to protect your locations. Guard Duty turns out to be
a bad card because of the 'can't get stealth unless you need it'
rule. You might keep a Haunt as a way to take out someone else's
location.

The combat needs to be thought out more specifically. If you block a
lot, you'll be in combat a lot. What are the HoS going to do -- go to
long and end combat? Two cards and a blood is a lot to spend on that.
Dead Hand as your strike, with some prevent (RwtP is a good choice)
and a couple of Target Vitals, will make give your Maabara a chance to
do something sometimes.

The Bowl and the Mask, absolutely. What are the Helicopter and
Fragment for?
The Signet combines really well with Neutral Guard, if you have any of
those.

Slaughterhouses annoy people. Either play more Trochomancy (or
Brinksmanship, but that's a little far fetched), so you can benefit
from their effect, or get rid of some of them. When I play a ton of
Slaughterhouses I like to include Insurance Scam.

I'm not saying that the Vessel/Villein mix is a bad choice, but it
seems like one more suggestion that you don't really have a specific
plan for how you want your deck to work.

OK. I'd add a few Eyes of Argus or Wake with Evening's Freshness or

Sure... maybe both... or maybe Tasha Morgan instead.
Also, your crypt needs either more focus or more diversity. I'd put
in Maldavis for sure, and maybe Isabel de Leon and Martin Franckel to
get some cheaper bouncer/blockers.
Is this supposed to be a Brinksmanship deck? If not, take all of the
milling effects out as they won't help you. If so, the "pass a vote"
tech should be greater.
The biggest problem with HoS is coming up with a coherent ousting
strategy. This deck doesn't address that problem. You aren't voting,
you aren't grinding people out with combat, you aren't forcing people
to be ousted when they can't withdraw, and your bleed power is awful.
In fact, the deck is kind of all over the place. What is the core
strategy for winning the game that the deck is trying to achieve? I
would pick one thing that you think will produce VPs and focus on
that ... then, if you feel inclined, junk it up with whatever you
like.

Since it has been quite a while since I commented on a deck posted to
a public forum, I should reiterate that combat packages tend to be the
most metagame dependent parts of decks. I'd consider taking all of
this out and replacing with .44s and an Ivory Bow and whatever you
think goes with .44s and an Ivory Bow.
Casual offensive combat will support whatever else you try to do.

What are all of the Eagle Sights for? Not seeing how this defense
package stops you from being ousted unless you play in a very low
offense metagame. Eagle Sights would be better as Eyes of Argus.

What is it you really want from a HoS/Salubri deck?
I might want to rebuild my Force of Will/Possession deck, especially
with Blessed Resilience around nowadays, as that deck at least ousted
people.
Anyway, HoS is giving you defensive disciplines, the Shambling Hordes
discipline, and specials (group 2, group 4 gives you more affordable
minions with Laibonism). Salubri is giving you bloat, evasion (if you
have Repulsion and/or Gift of Sleep), minion steal. What in there (or
not in there) is important?
Well, I would like to kick The Slaughterhouse up front and utilize it
as a primary card, so in other words milling. I was thinking about
Brinksmanship, but generally I don't know how you manage to pass the
referendum, whilst keeping the crypt specifically to HoS and Salubri
(aside of maybe using Dia de los Muertos).
The Salubri part...I like their bloat, as well as the stealing minions
part(although I couldn't fit it into this list).
So basically, I would somehow want to incorporate those things into a
single decklist. I am fairly new to VtES and quite new to
deckbuilding, so any help will be most appreciated.
Byzar can play Distant Friend (and Old Friends and Bewitching
Oration).
Distant Friend
+1 stealth action.
[dom][pre] (D) Choose a vampire and put this card in play. If this
action is successful, untap the acting vampire at the end of the turn.
You may burn this card during a referendum to change the votes of the
chosen vampire to votes of your choice.
This puts you in G5/6, which has a smaller choice of minions. You
might make a crypt something like this (if you insist that it contain
only HoS and Salubri):

Matthew makes the Slaughterhouses free.
The problem with that is that it doesn't oust anyone, or even help you
oust anyone. It also doesn't keep you from being ousted - if anything,
due to the table hate that Slaughterhouses often generate, it may make
it harder for you to stay in the game.

Dia de los Muertos and Daring the Dawn are the traditional method. It
should be noted that this doesn't ever actually work, but that's the
way the people normally try to get Slaughterhouse/Brinksmanship off
the ground.

A good starting point is answering the question of why you want to
mill peoples' libraries?

There are a couple of ways to go with this deck,
TrocBleed...
Brinksmanship...
or
Smiling Jack/ Constant Revolution
I like SJ / CR best for HoS / Salubri. Renewed Vigor can be you bloat
and control for SJ cross table. Slaughterhouse accelerates CR for your
prey. The rest of the deck is combat wall.
If you want Brinksmanship, you need to use whispers of the dead to
build the combo or
to make it a vote deck. Bribes, Cryptic Rider, and votes that others
will help you pass.
Year of Fortune (can force a withdraw)
Rumors of Gehenna
Disputed Territory (perhaps my favorite, give slaughterhouses to
grandpred or wherever to get cryptic started)
etc..
As for TrocBleed more trocomancy.
