[LSJ]Stupid question about Second Tradition

If player A declared bleed, player B (his prey) refused to block, then
player A plays Conditioning to increase bleed, can player B play
Second Tradition: Domain to untap his Prince and deflect bleed to
another player or not? Second Tradition states that the minion must
attempt to block.

He can't play 2nd after declining to block, no.

Correct. Second Tradition requires the minion to attempt to block.
If the minion cannot (because of a previous decision not to block,
Memories of Mortality, Seduction, or whatever), then the minion
cannot play Second Tradition (or anything else that requires a
block attempt).
