1) Ayo Igoli has an Enkil Cog. She bleeds during her prey's minion
phase, after her prey's minions have taken non-mandatory actions. Can
Ayo Igoli play Uncontrolled Impulse?

2) I have two imbued in play with life equal to their capacities. May
one use the action on the Rejuvenate power to add a life to the other,
allowing that life to "drain off," or does the clause about not
exceeding starting life mean that there's no valid target (in my ready
region) for the action?

+1 stealth action. Add 1 blood to a vampire or 1 life to any other

Card text is pretty clear on this one. It's still "this turn" and there's
nothing on the card about who controls the minions taking actions.

You may. See also Jennie and a "full" incapacitated Imbued who wants to spend 2
Conviction to move to the ready region.
