Anastasz di Zagreb vs. Warsaw Station

Hello LSJ,

I control the Warsaw Station and a Nosferatu Justicar in torpor.
During a referendum, Anastasz di Zagreb casts 3 votes against, then I
burn Warsaw Station to move my Nosferatu Justicar to the ready
region. Is Anastasz now only casting 2 against? I think so, because
there are many other effects that change a vampire's votes after it
has already cast them, so this seems roughly the same.
