during your minion phase. Any vampire may steal this location for his
or her controller as a (D) action.

What do you think? Bad enough?

I would restrict it to once per turn, "during the minion phase..."

Could you build in an extra benefit for the Prince of London? I always
liked the fact that The Louvre gave something extra to the Prince of
Paris, and was kinda disappointed no other cards did something like
that (if only to make the Praxis Seizure cards more valuable).

Very strong and probably even too strong if every single one of your
vamps can use it. How about this?

Tap during your minion phase and choose a vampire with capacity 8 or
more you control. Once during this turn the chosen vampire may untap
for 2 blood. If the chosen vampire is the Prince of London he or she
may untap for free once during your turn. Any vampire may steal this

move up to 2 blood counters from an Investment to this card or move
all the blood on this card to your pool. Any vampire may steal this
location for his or her controller as a (D) action. The Prince of
Frankfurt may block this action even if tapped.

Master
Put this card in play with 1 counter for each ready minion you
control. You may use this cards counters to pay the cost for mortal
retainers and mortal allies. Any minion may take a (D) action to burn
a counter from this card and give their controller 1 pool. A vampire
with a City Title for Sydney may tap to add a counter to this card as
a +1 stealth action.
