Yes players use it. There are a number of blood-attrition designs in
which VD is a functional inclusion.
Is it mandatory in those designs? Probably not, but it does tie MPAs
in with the deck concept, which leverages another resource into the
theme. In the best designs, the effect can be reasonably
persistent.
When one starts to include VD in the deck design, one typically uses
multiple copies (3-5 from what I've seen). That's a fair amount of
duplication for a card that was both rare and seen only in 3 printings
(Jyhad, V:TeS and Tenth Anniversary). So I'm not surprised that there
aren't many floating around.
Of course, I don't think any of the VD deck designs are top-tier decks
- but it is important to have some more creative, quirky and downright
fun decks to play, too.
I rotated out all my Jyhad-backed cards a while ago, and had no
problem trading for VTES and 10th edition copies of Vampiric Disease,
dirt cheap. You're running into people who actually want to hang onto
them, or are you just looking at ebay Buy It Now prices?

Rickstock is selling two for $3 and has 7 of those sets ready for you
to "buy it now." They are Jyhad backed, but they do the same thing as
the VTES or 10th edition ones last I checked.

I am looking at Ebay Buy it Now prices, and the old Lasombra list
where he was sold out.
Maybe I am just tight at $1.50 each plus shipping doesn't seem like
that good of a deal for me.
I'd suggest trading with other players if you can, unless that's
something you're not into. Those Buy It Now prices are almost always
high - if they weren't, people would've already bought what's being
offered.

$10 plus shipping? Or something? Prices aren't set in stone.

Once you pay his basic shipping charge, the price doesn't go up a lot
to ship more cards. If all you want is one thing, it may be too
expensive to justify. By my estimation, all but the really crappy
rares have a trade/sale value of at least $1. $1.50/each for a rare
last printed in 10th edition doesn't sound too far out, but shipping
could make it more like $2-3/each, depending on how many you get.
Chris has a good idea about trying to talk the price down. It's worth
a shot, right?
