This was asked over on the Presence forums. I believe the answer is 1,
but thought it was worthwhile to double-check:

A vampire with +1 bleed bleeds with Night Moves. If [the bleed is
successful and] you reduce the bleed by 1 with Andre, is the bleed for
1 or 0?

Andre Leroux
When a vampire you control successfully bleeds, you may reduce the
bleed amount by 1 to give Andre +2 bleed this turn.

Night Moves
Bleed your predator or prey at +3 stealth. If more than 1 pool is bled
with this action, ignore the excess.
