Power of All vs "no cost is paid" (LSJ)

Power of All does not have the "no cost is paid" text most card-cancellers
have. Does this mean the cost is actually paid, just like the cost of Frenzy
cards cancelled by Reflex cards is still paid ? Should be yes.
