If an imbued plays On the Qui Vive while tapped, can he play the
second function of Determine?

Relevant text on Determine:

"Tap this reacting imbued *and* cancel that action card as it is
played (no cost is paid, and the monster doesn't tap)."

I know that he couldn't do so if it read "Tap this reacting imbued
*to* cancel that action...", but I'm assuming the way it's actually
worded allows the Qui Vive/Determine combo.

Yes/no?

Also, does On the Qui Vive function similarly to Wake With Evening's
Freshness and Forced Awakening in terms of allowing the play of other
reaction cards in the action card's "as played" window?

(Obviously, if Qui Vive doesn't function in that way, the question in
my earlier post is moot...)

Yes. In general, a card with the text "This minion may play reaction
cards..." on it is playable in the same window as any other reaction
card. And to your other question, yes, the imbued can play determine
for the same reason that a Waking vampire can play Telepathic
Misdirection ("tap and" rather than "tap to").

Yes.
