Haggling isn't as good as i thought it was.
Successful haggling reduces the costs for the things you purchase, but it
also reduces the money you get when you sell things.
This raises interesting points,

1) Normally you sell more than you buy, so a low haggling skill is more
useful than a high one

2) You could haggle with a low score in one shop to increase the gold you
get for your si's, and haggle with a high score in another shop to get cheap
items (also if no items are sold to this shop it will keep restocking with
new things)

following is an example from my message log (gray elven wizard haggling with
Leggot in the HMV, haggling skill 56, selling a crystal of darkness)

Leggot, the human shopkeeper, mumbles: "I'd offer 42 gold pieces for yer
uncursed crystal of darkness." Do you want to accept the offer? [Y/n]
"Then take yer stuff with ye!"
Which skill ([123] Quick select - [*] Choose - [Z] Abort)?
Which direction [896321475, Z = ABORT]?
"Aye, ye will get it cheaper."
Leggot, the human shopkeeper, mumbles: "I'd offer 35 gold pieces for yer
uncursed crystal of darkness." Do you want to accept the offer? [Y/n]
"Then take yer stuff with ye!"
Which skill ([123] Quick select - [*] Choose - [Z] Abort)?
Which direction [896321475, Z = ABORT]?
"Nay, no coin less. I'd better raise the prices I guess!" You hear Leggot,
the
human shopkeeper, cursing shoplifters.
Leggot, the human shopkeeper, mumbles: "I'd offer 43 gold pieces for yer
uncursed crystal of darkness." Do you want to accept the offer? [Y/n]
"Then take yer stuff with ye!"

This effect is also seen with appearance, you can put appearance increasing
items on to buy at a lower price, and appearance decreasing items to sell at
a higher price. It can make a big difference.

Several items are lying here.

Barnabas seems to get it right. This was with a high elven weaponsmith
with haggling at 85, should that matter. Leggot seems to have some
serious problems as he raises the selling prices as well. ;)
