Hold the outhole switch closed with the playfield up and watch for a
blue spark (Arc) on a switch stack on the score motor. More than
likely, that is the source of your short (time wise) or weak pulse. If
you see one, file the points and adjust the points for good closure.
You can turn the power off and advance the score motor by hand (only in
its normal direction) to confirm good closure of those points. You can
also look for similar blue sparks as switches open or closed while the
machine keeps cycling the outhold kicker.
Chances are, your 10 V is not just 10 volts. If you are using a DVM, it
will not react fast enough to show you the total amount of voltage that
is there for a short period of time. Even a needle style meter is not
the fast enough to react in most cases.
