Tech: Squawk & Talk ground hum fix

Previously replaced all the usual cap kit caps. But to get rid of
background hum I replaced these additional 2 caps:
C27 1000 MFD
C29 470 MFD

FWIW, these are included in GPE's S&T cap kit. IMO, it's best to
replace *all* of the electrolytic caps on a S&T board. This is one of
the few boards I've seen that is very, very sensitive to old caps.

I replaced them around 10 years ago but the kit I used back then
didn't include those 2 caps. Good to know Ed includes them all.
